The Bureau of Public Service Reforms (BPSR) has rated the Nigerian Civil Aviation Authority (NCAA) as a high-performing public institution, awarding it a Gold Level status for exceeding expectations in its organisational capacity and service delivery.
The award was presented at the NCAA headquarters in Abuja following the successful deployment of the BPSR Self-Assessment Tool (SAT), which measured the Authority’s performance across key governance and operational areas.
Speaking at the event, Director-General of BPSR, Dasuki Arabi, said: “It is with great pleasure and a sense of fulfilment I stand before this esteemed audience to present the report of the organisational assessment conducted in the Nigerian Civil Aviation Authority using the BPSR Self-Assessment Tool (SAT). By extension, a presentation of an award shall be made to the agency, in recognition of its performance level in the assessment.”
Arabi commended NCAA’s leadership for its cooperation throughout the process, stating: “I wish to specially express sincere appreciation to the Director-General and the Management for the open arms with which they receive our Team, the eagerness exhibited to support our mission and make the process of the deployment a smooth one, which greatly contributed to its success.”
He explained that the SAT, introduced in 2015, was designed to help public institutions align with global standards. He noted that the assessment helped “discover NCAA’s strengths and weaknesses i.e. where the agency is meeting good practice and where it is not, as well as where it could enhance effectiveness and efficiency.”
Highlighting the outcome of the exercise, the BPSR DG announced: “NCAA’s performance is rated 75.35% and therefore, emerged a ‘GOLD LEVEL Organization that EXCEEDS EXPECTATION’.”
According to him, this means that the Authority’s performance “consistently exceeded expectations across all essential areas of responsibility, demonstrating above average, quality of work and successful achievement of main organization goals.”
Arabi further urged the aviation regulator to take advantage of the findings for even better performance. “Let us leverage this opportunity to build upon our successes, address our gaps and chart a course towards greater effectiveness and efficiency,” he said.
He added that BPSR remained committed to supporting implementation of the report’s recommendations: “We are willing to work diligently with the management to address the identified areas for improvement.”
In his remarks, the Director-General of NCAA, Capt. Chris Najomo, welcomed the recognition and assured that the agency would continue to strengthen transparency and accountability.
“It is my pleasure to welcome you to this presentation of the BPSR Self-Assessment Tool results. The exercise represents a vital step in strengthening our institutional framework for efficiency, transparency and accountability within the Nigeria Civil Aviation Authority,” he said.
He applauded BPSR for the assessment effort and the participating NCAA directorates, noting that, “The findings provide an important baseline for continuous improvement and organizational reform.”
According to him, the assessment acknowledges the Authority’s progress in several crucial operational areas including auditing, financial management and consumer protection. He said the Authority “look forward to building on the sustainable outcomes towards enhancing service delivery and upholding the high standards of the Authority.”
The event concluded with commendations to both teams and a charge to maintain the momentum toward improved public service delivery in aviation oversight.
